Conflict; Goverment Shut Down

Conflicting parties resolve their differences when they realize the negative consequences to themselves by continuing the conflict. Individuals are more likely to continue the conflict when there are no negative consequences for them.

Example: During the 2013 government shutdown 800,000 Federal Employees were furloughed without pay. Congress was paid.
